Environmental Health, Private Sector Housing, Licensing, Cleansing, and Communities and Building Control Enforcement Policy - Amendments

August 28, 2026 Deputy Chief Executive (Officer) Approved View on council website
Full council record

Decision

To agree amendments to the existing joint enforcement policy for Environment Health, Private Sector Housing, Licensing, Cleansing, and Communities and Building Control.

Reasons for the decision

The policy requires amendment to reflect the new powers under the Renters Rights Act 2025, changes to the Housing Act 2004 and introduction of Government Guidance for the issuing of civil penalty notices.

Alternative options considered

To not make amendments to the existing policy, this would leave the Council open to challenge in regard to any decisions to prosecute or serve civil penalty notices as there would not be an agreed process in place.
