Decision

To authorise Legal Services to award a contract to StatMap Ltd via direct award under the Crown Commercial Services G-Cloud 14 Framework, which is approved for use by Arun District Council, for an initial period of two years with an option to extend for a further one year.

Reasons for the decision

• The contract will provide a cloud-hosted, unlimited enterprise site licence for StatMap’s web-based Gazetteer Management System (GMS) for managing the LLPG (Local Land & Property Gazetteer) and LSG, along with its Street Naming and Numbering (SNN) application.
• This will enable migration of the LLPG (Local Land & Property Gazetteer) database/service from the existing solution, to the StatMap eVO Gazetteer Management System (GMS), including the SNN module.
• This migration aims to improve operational efficiency, streamline the SNN process, reduce time spent on LLPG processes, and provide a more modern, map based, and integrated system for managing gazetteer data.
• StatMap offers integrated mapping, automated validation, streamlined workflows, and significantly improved usability. This will reduce the manual processing of SNN requests, minimise data queries from GeoPlace, and improve turnaround times for LLPG and SNN activities.
• While the solution is currently marginally more expensive, the efficiency gains and reduced officer time represent better overall value and position the service to adapt to future organisational changes.
• The G-Cloud 14 framework is approved for use by Arun District Council.
• Hampshire Procurement has been consulted and supports proceeding via this route.
