To approve and issue the Authority to Exchange and Compliance Certificate under the First Homes Scheme in respect of xxx, Walberton, Arundel, to Miss xxx and Mr xxx, confirming that the applicants satisfy the relevant national and local eligibility criteria and authorising the exchange of contracts.

Reasons for the decision

The applicants have been assessed and confirmed as meeting the eligibility requirements of the First Homes Scheme and the requirements set out within the Section 106 Agreement relating to Land West of Tye Lane, Walberton dated 28 July 2022. The purchase will secure the property as a First Home at the approved discounted sale price of £227,500, representing a 30% discount from the market value of £325,000.

This decision is made under the Officer Scheme of Delegation and the temporary delegation granted by the Deputy Chief Executive to the Housing Development & Enabling Officer to determine Authorisations to Exchange (ATE) and related First Homes approvals, in accordance with Part 7 of the Constitution and the delegated housing decision-making powers.

Alternative options considered

1. Refuse to issue the Authority to Exchange and Compliance Certificate. This option was rejected as the applicants have satisfied the relevant national and local eligibility criteria and all required supporting information has been provided.

2. Defer the decision pending further information. This option was rejected as sufficient evidence was available to allow the eligibility assessment to be completed and the decision to be made.
