Decision
The proposals to be advertised
and any objections to be the subject of a report to Cabinet. If
there are no objections the Head of Highways & Engineering and
the Head of Legal Services be authorised to make and implement the
Order.
Reasons for the decision
Keresforth Road is a busy carriageway which serves
residential properties, and it is a primary bus route. Stainborough Road off
Keresforth Road is a busy through road
which serves numerous residential properties.
Currently,
Keresforth Road has a short length of
waiting restrictions on the south west
side and Stainborough Road has a short
length of waiting restrictions on the east side.
Complaints have
been received from residents regarding vehicles parking near the
junction of Keresforth Road and
Stainborough Road compromising sight
lines and creating road safety implications.
After carrying out a detailed site investigation,
it is therefore proposed to:
Extend the existing waiting restrictions on
Keresforth Road,
Introduce waiting restrictions on parts of the
northern, north eastern and eastern side
of Keresforth Road/High Street,
and
Introduce waiting restrictions on parts of the
western side of Stainborough
Road.
The proposal is
regarded as the best and most appropriate option to counter and
deter the inconsiderate, obstructive parking. The proposed restrictions will maintain a free
flow of traffic, visibility and improve overall road
safety.
Local Ward Members, Ward
Manager, Emergency Services, SYMCA,
Parking Enforcement and Logistics/ Haulage companies were
consulted on the 2nd of April 2025 and no objections were received. For this reason, the proposed
Traffic Regulation Order (TRO)
has been deemed suitable to progress to the next stage of the TRO
process and is now subject to public consultation.
Details of the TRO will
be advertised on the 4th of
July 2025 inthe local press (Barnsley Chronicle), made available at
the Lightbox library, 1 The Glass Works in Barnsley and at
Dodworth Library, High Street,
Barnsley, S75 3RF. Notices will be posted on light columns on the streets
concerned.
Residents, local businesses
and other interested parties may submit their support or objection
for the proposed TRO no later than 25th July 2025.
Alternative options considered
The only alternative
proposal to prevent carriageway/footway parking would be to install
bollards, guardrails or restraining curbs. However, these options are not feasible as other
road user such as pram pushers, wheelchair users, pedestrians and
cyclists would be restricted and/or obstructed.
