Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
A planning consent was granted
on the 29th of September 2021 for a residential
development of up to 125 dwellings on Lockwood Road in
Goldthorpe.
The planning
conditions stipulated that visibility splays should be safeguarded
in the vicinity of a new junction located on East Street, such that
there is no obstruction to visibility.
Barnsley Council proposes to
introduce ‘No Waiting at Any time’ restrictions on East
Street and its junction with the new access roads, Dovecote Avenue
and Dalton Crescent.
Local Ward Members, Ward
Manager, Emergency Services, SYMCA,
Parking Enforcement and
Logistics/ Haulage companies were consulted on the 25th
of February 2025 and no objections were received. For this reason,
the proposed Traffic Regulation Order (TRO) has been deemed
suitable to progress to the next stage of the TRO process and is
now subject to public consultation.
Details of the TRO will
be advertised on the 4th of
July 2025 inthe local press (Barnsley Chronicle), made available at
the Lightbox library, 1 The Glass Works in Barnsley and at
Goldthorpe Library, Barnsley Road, Rotherham, S63 9NE. Notices will
be posted on light columns on the streets concerned.
Residents, local businesses
and other interested parties may submit their support or objection
for the proposed TRO no later than 25th July 2025.
Alternative options considered
The
only alternative proposal to prevent carriageway/footway parking
would be to install bollards, guardrails or restraining curbs.
However, these options are not feasible as other road user such as
pram pushers, wheelchair users, pedestrians and cyclists would be
restricted and/or obstructed.
