Decision

To approve a variation of £35,000 within the 2025/26
Highways Capital Programme to contribute to the funding required to
support the installation of 20mph advisory signage across primary
schools in Penistone. This will be funded by reprioritising the
in-year LNTCP budget from the active travel workstream to the road
safety programme.
 

Reasons for the decision

This variation responds to a request from the Communities
Directorate to provide gap funding to enable the delivery of 20mph
advisory signage across primary schools in Penistone. The proposal
aligns with the Council’s strategic objectives to improve
road safety, particularly in areas with high pedestrian activity
and vulnerable road users.

The proposed intervention represents strong value for money. By
targeting advisory signage at key school locations, the initiative
delivers a high-impact, low-cost safety enhancement that supports
behavioural change, reduces vehicle
speeds, and enhances perceptions of safety for children and
