Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
The South
Yorkshire Mayoral Combined Authority (SYMCA) is reporting ongoing
access and traffic flow issues for bus services on two junctions on
Cypress Road and Yews Lane, Kendray.
Cypress Road and Yews Lane are
predominantly residential housing with access to the local police
Station off Yews Lane. There are currently no waiting restrictions
on either road.
This parking behaviour is severely
restricting large vehicle manoeuvres through the junction. As well
as buses, there is the potential for public service and large
emergency service vehicles to be hindered or restricted from
access/passage.
There are no current waiting
restrictions in place on or near these junctions and all adjacent
residences have access to private off-street
parking.
Barnsley Council proposes to introduce ‘No
Waiting at Any time’ restrictions parts of
Worsley Close, Cypress Road and Yews Lane in order to protect the
junction for the access and passage of larger vehicles, and to
improve and protect visibility for all road
users.
Local Ward Members, Ward Manager, Emergency Services,
SYMCA, Parking Enforcement and Logistics/ Haulage companies were
consulted on the 9th of July 2025 and no objections were
received. For this reason, the proposed Traffic Regulation Order
(TRO) has been deemed suitable to progress to the next stage of the
TRO process and is now subject to public consultation.
Details of the TRO will be advertised on the
26th of September 2025 in the local press (Barnsley
Chronicle), made available at the Lightbox library, 1 The Glass
Works in Barnsley and notices will be posted on light columns on
the streets concerned.
Residents, local businesses and other interested
parties may submit their support or objection for the proposed TRO
at any time within the consultation period.
Alternative options considered
The only alternative
proposal to prevent carriageway/footway parking would be to install
bollards, guardrails or restraining curbs. However, these options
are not feasible as other road user such as pram pushers,
wheelchair users, pedestrians and cyclists would be restricted
and/or obstructed.
