Decision
To
approve the publication of a technical guidance note that outlines
the operational approach taken under delegated authority in
relation to the management of signage on highway
infrastructure.
Reasons for the decision

To ensure consistent and transparent application of
delegated powers.

To support lawful and proportionate enforcement
under Section 132.
·
To provide clarity for officers, stakeholders, and
the public.
Authority
Under the Council’s Constitution – Part 3,
Responsibility for Executive Functions – Officer Delegations,
the Head of Highways is authorised:

To deal with applications for consent to display temporary signs on
highway furniture and to arrange for the removal of all such signs
displayed unlawfully under Section 132 of the Highways Act
1980.
