Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
Market Place in Cudworth Common is a predominantly residential
street, linking the main road through Cudworth, Barnsley Road, with
other residential streets to the south. A single commercial unit is
located mid-way along the terraced houses that are located on the
southern side of Market Place.
In
recent months the commercial unit has changed use as a result has
attracted more shorter-term parking in the vicinity causing Market
Place to become heavily congested and obstructed.
Parking currently takes place on both sides of the road,
narrowing the carriageway and creating a significant
risk of conflict/contact between both vehicle-to-vehicle and
vehicle-to-pedestrian/cyclist on this road due to lack of vehicle
manoeuvring space available and reduced visibility for all road
users.
As
such, Barnsley Council proposes to introduce ‘No Waiting at
Any time’ restrictions on the northern side of Market
Place.
Alternative options considered
Engineering and other regulatory measures, such as bollards,
buildouts, or vehicle access restrictions were considered and
deemed to be too impactive on the width of the available road
space, and the movements of other road users.
