Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
Market Street in Goldthorpe is a Cul de sac street leading to
Market Square and serves numerous residential properties and a few
commercial businesses.
Parking is currently restricted (both waiting and loading
restrictions) at various locations on Market Street and Market
Square. The restrictions were introduced several years ago to
control parking in the vicinity of Goldthorpe Market which was
located on Market Street. However, in September 2021, a planning
permission was granted for a new housing development at the former
Goldthorpe Market.
The
construction of the housing development is now completed, and it is
determined that the restrictions on Market Street and Market Square
are no longer needed or deemed appropriate.
It
is therefore proposed to revoke parts of the existing ‘no
waiting at any time’ restrictions on Market Street, a full
length of the existing ‘no waiting Mon to Sat- 8.00am to
6.00pm’ restriction and a full length of ‘no
loading/unloading 10.00am to 4.30pm On Any Day’ restrictions
along Market Street and Market Square. A new length of ‘no
waiting at any time’ restrictions will be introduced at the
junction of Market Street and Doncaster Road.
The
revocation of the restrictions will return the roads to their
unrestricted state and increasing the availability of on-street
parking for residents and
visitors.
Local Ward Members, Ward Manager, Emergency Services, SYMCA,
Parking Enforcement and Logistics/ Haulage companies were consulted
on the 10th of September 2025
and no objections were received. For this reason, the proposed
Traffic Regulation Order (TRO) has been deemed suitable to progress
to the next stage of the TRO process and now subject to public
consultation.
Details of the TRO will be advertised on the
31st of October 2025 in the local press (Barnsley
Chronicle), made available at the Lightbox library, 1 The Glass
Works in Barnsley and at Goldthorpe Library, Barnsley Road,
Goldthorpe, Rotherham, S63 9NE. Notices will be posted on light
columns on the streets concerned.
Residents, local businesses and other interested parties may
submit their support or objection to the proposed TRO no later than
21st of November 2025.
Alternative options considered
The only
alternative proposal to prevent carriageway/footway parking would
be to install bollards, guardrails or restraining curbs. However,
these options are not feasible as other road user such as pram
pushers, wheelchair users, pedestrians and cyclists would be
restricted and/or obstructed.
