Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
School Street in Hemmingfield is
located northwest of Barnsley town centre. It is a residential
street but acts as the main thoroughfare through the village
connecting to the Dearne Valley Parkway. It is also a main bus
route.
The
Council was contacted by The Ellis C of E Primary School who are
concerned that parking around school times was becoming
increasingly dangerous, in particular, on and around the junction
with Garden Grove.
This
indiscriminate parking on the junction of School Street and Garden
Grove is forcing motorists into the opposing carriageway to
manoeuvre past parked vehicles, creating the potential for vehicle
conflict with oncoming traffic, as well as, on occasion obstructing
access completely. Additionally, vehicles park on the footways
resulting in obstructions to pedestrians. Buses entering School
Street from Tingle Bridge Lane often struggle during school
times.
Furthermore, vehicles parked on School Street are obstructing
sightlines for drivers exiting the Garden Grove
junction.
Barnsley Council proposes to introduce ‘No Waiting at Any
time’ restrictions on parts of School Street and Garden
Grove, introduce a Bus Stop Clearway on School Street and extend
the ‘School Keep Clear’ restrictions on School
Street.
Local Ward Members, Ward Manager, Emergency Services, SYMCA,
Parking Enforcement and Logistics/ Haulage companies were consulted
on the 19th of August 2025 and no objections were received. For
this reason, the proposed Traffic Regulation Order (TRO) has been
deemed suitable to progress to the next stage of the TRO process
and is now subject to public consultation.
Details of the TRO will be advertised on the 31st of October
2025 in the local press (Barnsley Chronicle), made available at the
Lightbox library, 1 The Glass Works in Barnsley and notices will be
posted on light columns on the streets concerned.
Residents, local businesses and other interested parties may
submit their support or objection for the proposed TRO at any time
within the consultation period.
Alternative options considered
The
only alternative proposal to prevent carriageway/footway parking
would be to install bollards, guardrails or restraining curbs.
However, these options are not feasible as other road user such as
pram pushers, wheelchair users, pedestrians and cyclists would be
restricted and/or obstructed.
