Decision

The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
 

Reasons for the decision

A
planning consent was granted for a housing development on the
25th of February 2016 on a land south of Dearne Hall
Road in Barugh Green, Barnsley.
 
A
new main through road, Dearne Hall Lane, has been constructed which
links Dearne Hall Road and the roundabout at the Barnsley Road and
Claycliffe Road junction. As part of
the planning consent, conditions were imposed that new road safety
measures would be required to restrict parking and loading on the
main spine of the road to ensure a free flow of traffic and protect
visibility.
 
A
comprehensive investigation of the area has been carried out, and
it has been determined that parts of Dearne Hall Road would also
require protection from the anticipated volume of traffic emanating
from the new housing development.
 
It
is proposed:
 

To
introduce ‘No Waiting at Any Time’ restriction along
the full length of Dearne Hall Lane and its junction Dearne Hall
Park, Millers Grove and Millers View.

 

To
introduce ‘No Waiting at Any Time’ on parts of Dearne
Hall Road.

 

To
Introduce loading and unloading restrictions on parts of Dearne
Hall Lane and its junctions with Dearne Hall Park, Millers Grove
and Millers View.

 
The
restrictions have been designed to best manage and govern the road,
thereby providing a safer and more enjoyable environment whilst
protecting the free flow of traffic and unobstructed use of the
road. The overall safety of road users has been considered, and
these restrictions are regarded as the best measures to protect all
road users.
 
Local Ward Members, Ward Manager, Emergency Services, SYMCA,
Parking Enforcement and Logistics/ Haulage companies were consulted
on the 24th of October 2025 and no objections were
received. For this reason, the proposed Traffic Regulation Order
(TRO) has been deemed suitable to progress to the next stage of the
TRO process and is now subject to public consultation.
 
Details of the TRO will be advertised on Friday the
9th of January 2026 in the local press (Barnsley
Chronicle), made available at the Lightbox library, 1 The Glass
Works in Barnsley and notices will be posted on light columns on
the streets concerned. 
 
Residents, local businesses and other interested parties may
submit their support or objection for the proposed TRO at any time
within the consultation period.
 

Alternative options considered

The only alternative proposal
to prevent carriageway/footway parking would be to install
bollards, guardrails or restraining curbs. However, these options
are not feasible as other road user such as pram pushers,
wheelchair users, pedestrians and cyclists would be restricted
and/or obstructed.
