Decision
The
proposals to be advertised and any objections to be the subject of
a report to Cabinet. If there are no objections the Head of
Highways & Engineering and the Head of Legal Services be
authorised to make and implement the Order.
Reasons for the decision
Saville Lane is located to the south side of the A628 Manchester
Road in the village of Thurlstone. It
is approximately 250-metre-long with a dead-end. The road leads to
a predominantly industrial area in Thurlstone. There are a small number of residential
properties, all with access to off-street private
parking.
Following a recent upgrade of parking and traffic control
restrictions through the village, residents and visitors have been
parking on Saville Lane in an inconsiderate, obstructive, and
illegal manner. Businesses are reporting significant access and
vehicle manoeuvring issues which is affecting business
operations.
The
Highways Authority Traffic Unit has investigated the situation
through observations and site visits. Inconsiderate and obstructive
parking has been witnessed by vehicles along both kerbs with
illegal footway parking also taking place.
Both
the businesses and residences have a legal right to unobstructed
access to their premises.
In order to deal with this situation, it is proposed to install Double
Yellow Line restrictions on parts of both sides of Saville
Lane.
The
restrictions have been designed to best manage and govern the road,
thereby providing a safer and more enjoyable environment whilst
protecting the free flow of traffic and unobstructed use of the
road. The overall safety of road users has been considered, and
these restrictions are regarded as the best measures to protect all
road users
Local Ward Members, Ward Manager, Emergency Services, SYMCA,
Parking Enforcement and Logistics/ Haulage companies were consulted
on 30th October 2025 and no objections were received. For this
reason, the proposed Traffic Regulation Order (TRO) has been deemed
suitable to progress to the next stage of the TRO process and is
now subject to public consultation.
Details of the TRO will be advertised on Friday 16th January
2026 in the local press (Barnsley Chronicle), made available at
Penistone Library and notices will be posted on light
columns on the streets concerned.
Residents, local businesses and other interested parties may
submit their support or objection for the proposed TRO at any time
within the consultation period.
Alternative options considered
The
only alternative proposal to prevent carriageway/footway parking
would be to install bollards, guardrails or restraining curbs.
However, these options are not feasible as other road user such as
pram pushers, wheelchair users, pedestrians and cyclists would be
restricted and/or obstructed.
