Purpose

For acceptance of funding from
government of 1.3-1.7 million along with progression of on-street
charging policy. Also to give authority to approve acceptance of
grant funding; to note arrangements for procurement and delegate
authority to Officers/Director to make decisions relating to the
project to bring it to delivery and completion.?

Decision

RESOLVED
that Cabinet:-
 
(i)           
Authorise the acceptance of the offer between
£1.300M – £1.700M and £0.125M capability
funding from SYMCA to work with the charge point industry to
develop a programme of providing charge points; and to allow for
the acceptance of future smaller funding to come for electric
vehicle pavement channels and electric vehicle
infrastructure;

 
(ii)         
The Executive Director, Growth and Sustainability
and relevant officers be authorised to undertake all necessary
steps to ensure continued delivery of the LEVI programme and
electric vehicle charging installations;
 
(iii)        
Delegates authority to the Service Director for
Environment and Transport to award, in consultation with the LEVI
programme, contracts with the successful bidder to provide electric
vehicle chargepoints within Barnsley. This will be in line with the
final contract terms;
 
(iv)        
Cabinet to delegate authority to the Service
Director for Environment and Transport, in consultation with the
LEVI programme, to determine if a car parking fee or a parking
permit to be required for the use of EV charging should be
applicable and to make amendments to the necessary Legal Order
(i.e. Parking Places Order (s) and / or a Traffic Regulation Order
to facilitate a charging strategy for any site or sites;
 
(v)         
Cabinet to delegate authority to the Executive
Director for Growth and Sustainability and relevant officers to
negotiate and agree terms for leases of Council land and agreements
for positioning equipment on the Highway including the actual
location of the charge points, consideration payable, terms of the
agreement and the area of demise for any sites included in the LEVI
project and for future electric vehicle infrastructure
installs;
 
(vi)        
Cabinet to approve the draft policy and delegate
authority to the Service Director for Environment and Transport for
the application of the on-street charging policy. This is to ensure
the scheme brings about safe installations within the LEVI
project;
 
(vii)       
Cabinet to note the proposed procurement process
that will be conducted by SYMCA and to delegate authority to the
Service Director for Environment and Transport and relevant
officers to contract with the selected Provider (s) for the LEVI
project; and
 
(viii)      
Cabinet to delegate authority to the Service
Director of Law, Democratic and Member Services to enter into all
agreements necessary to affect those arrangements referred to
above.
