Decision
(i) That the following changes to Cabinet Portfolios be confirmed for remainder of the 2026/27 municipal year to replace the Environment, Transport and Communities portfolio:-
Environment and Transport Portfolio
Responsibility for issues relating to: Bereavement Services; Waste Management and Recycling; Highways and Network Management, Bridges and Footpath Maintenance; Trans Pennine Trail; Street Lighting; Safer Roads/School Crossing Patrol strategy and operations; Drainage and Reservoirs and Flood Management; Transport Strategy including PTE; Transport, including Home to School Travel and Looked After Children and specialist transport, Fleet Management; Street Cleansing, Litter Picking and Fly Tipping; Car Parks and Car Parking; Grounds Maintenance, Horticulture and Arboriculture; Sports and Active Lifestyle; Sustainability and Climate Change; Clean and Green and Parks and Allotments.
Communities Portfolio
Responsibility for issues relating to Libraries (including the NPO programme); Housing Options and Homelessness; Community Safety and Housing and Environmental Enforcement; Managing Unauthorised Gypsies and Travelers Encampments; Private Sector Housing Regulation and Compliance; Violence Reduction; Victim and Witness Support; Area Governance arrangements; Volunteering; Community Engagement and Development; Relationship with Third Sector; Community Cohesion; Asylum and Migration; Counter Terrorism; Museums and Archives, Tourism and Events programme, Public art and Cultural Development. Regulatory Services including responsibility for licensing matters that fall within the purview of the Executive of the Council; issues relating to public health protection, including Trading Standards, Animal Health, Dog Warden and some Environmental Health functions, including Food Hygiene, Health & Safety and Pollution Control.
(ii) that the following members be appointed to the Cabinet for the remainder of the 2026/27 municipal year for the portfolios as indicated:-
Cabinet Spokesperson for Environment and Transport – Councillor Paul Kelly
Cabinet Spokesperson for Communities – Councillor Sam Burdett
(iii) that the following Members be appointed as Cabinet Support Members for the remainder of the 2026/27 municipal year for the portfolios as indicated:-
Cabinet Support Member for Environment and Transport – Councillor David Goddard
Cabinet Support Member Communities – Councillor Katie Milner
Cabinet Support Member Core Services – Councillor Nick Everest
