Decision

To provide the Markets Manager delegated powers to approve all relevant documents relating to markets on behalf of Property.

“As Service Director for Regeneration and Assets the functions of the Property and Markets Team lie within my Service. Myself, the Head of Property and Group Leader (Assets) have the powers listed in Appendix 6 of the Place Scheme of Delegation. In order to support the day-to-day management and operation of the markets I wish to delegate these powers to the Markets Manager.

Therefore, in accordance with Part 3 of the Constitution – Responsibility for Executive Functions: Officer Delegations, updated July 2026, and the delegation arrangements set out in Appendix 6, Place – Scheme of Delegation (paragraphs 26, 27, 30, 31, 32 & 223), I delegate those powers insofar as they relate to markets only to the Markets Manager, including authority to approve and sign any documents necessary to give effect to the exercise of those powers.

Reasons for the decision

Delegation of powers to the Markets Manager, supports the operational delivery of the market functions.
