Approval to waiver the councils Contract Procedure Rule 2.3. to offer an extension for 12 months to deliver the Adult Weight Management Programme.

Funding of £90,000 has been agreed for 12 months from Healthier Communities to continue the Wellbeing programme from 30th September 2023 to 1st October 2024.

Reasons for the decision

Plans were in place to review and evaluate this service this as part of broader weight management services across Barnsley, but this was delayed by the onset of the COVID 19 pandemic. Since then, and as part of the ongoing response to the impact of COVID, a review of the work around Healthy weight is ongoing and will help shape the plans for the future.

The current contract arrangements with Barnsley Premier Leisure are due to end on 31st August 2023. It is proposed that this service for all adults will be extended for 12 months from 1st September 2023 to 1st August 2024. This will continue at the current contract rate with a total extension value of £90,000.

The waiver will enable time for the healthy weight review to be completed and to develop a business case regarding the service plans to be implemented from 1st September 2024.

Alternative options considered

It would require additional cost and administration for either the Council or another identified supplier without the relevant expertise and local knowledge to continue to develop and implement this service in the time-frame.
