Purpose
Council on 20th July approved a job description for the Cabinet Project Lead (CPL) role. Subsequently, it became clear that certain restrictions to the role, which had been agreed by the Leader during the drafting stage, had been omitted from the final agreed version. Two of the restrictions are already described in the Constitution and the third one describes a restriction on the CPL involvement in scrutiny, so that they cannot scrutinise the portfolio of their Cabinet Member. Following consultation with the Independent Remuneration panel for their views, the Monitoring Officer agreed that this restriction was useful to explicitly include.
As this job description sits in the Library, and not in the Constitution itself, the Monitoring Officer has the power to agree this minor addition which is in line with the Leader's intention for this role.
Decision
That the following restrictions be added to the Job description for the Cabinet Project Lead role, as originally intended;
4. Role Restrictions
A Cabinet Project Lead cannot:
• Take formal decisions at Cabinet meetings or make Single Member Decisions
• Deputise for a Cabinet Member at full Council or Cabinet meetings
• Be a member of the Scrutiny Committee which scrutinises his or her Cabinet Member’s portfolio.
