Purpose

To fund and deliver essential roof repairs at
the Guildhall to preserve its historic structure, ensure public
safety, and support its continued use as a key centre for Council
operations and community services. The works will prevent further
deterioration and help reduce long-term maintenance costs, securing
the building's future as a valued historic civic asset.

Decision

To fully approve £4m capital budget
fully funded by Corporate Estate Supported Borrowing budget as part
of the Council's Capital Needs Programme.

Alternative options considered

Alternative options for repairing the
Guildhall roof were explored but found unviable due to the
building's historic importance, operational role and legal
constraints. Delaying repairs, selling the property, or making only
temporary fixes would lead to greater risks and higher costs.
