Purpose
POD community mitigation permits were taken up
by a small number of organisations providing vital services local
communities in the Oldfield Park and Westmoreland and London Road
and Snow Hill Residents Parking Zones. These permits help staff,
volunteers and some service users to access these vital
services.
A review of usage in 2024/25 revealed decreasing permit usage since
the launch of the zone along with evidence of positive behavioural
change in response to the launch of the zone. To further encourage
travel behaviour change and in the interest of fairness to all
permit users it is proposed to bring the terms of use of these POD
business commuter mitigation permits in line with standard
permits.
Decision
That the terms are reviewed and brought in
line with standard parking permit terms and an end date be
introduced
Alternative options considered
1.Continue without amending terms of use
– this is unfair to other permit holders, may result in
misuse and may not encourage travel behaviour change over
time.
2.Amending the terms of use – this is fairer to other permit
holders and would prevent future misuse.
