Purpose

Pay On Demand business commuter mitigation
permits were taken up by a small number of businesses located in
the Oldfield Park and Westmoreland Residents Parking Zone to give
these businesses more time to adapt to the changes brought about by
the introduction of the zone. A review of usage in 2024/25 revealed
decreasing permit usage since the launch of the zone along with
evidence of positive behavioural change in response to the launch
of the zone. To further encourage travel behaviour change and in
the interest of fairness to all permit users it is proposed to
bring the terms of use of these POD business commuter mitigation
permits in line with standard permits and introduce an end date for
permit availability. Following an engagement on the possibility of
a new RPZ in Southdown (adjoining the existing RPZ), it has been
decided to extend the end date for permit availability until there
has been further consultation with the community and the outcomes
of this are known.

a RPZ in Southdown and the outcomes of this are known.

Alternative options considered

Option 1 - Continue without amending the end
date of permit availability, however, this does not take into
account the outcomes of further community consultation about the
RPZ in Southdown.
