Full council record
Purpose
The Director of Place Management, in consultation with the Cabinet Member for Resources approves charges from 2 November 2026 for vehicle tyres and gas cylinders brought to the recycling centres, where these materials fall outside the household waste disposal service.
These materials will continue to be accepted at Old Welton and Keynsham recycling centres but as they fall outside the Council’s statutory household waste disposal service, the charge will help recover the costs of handling, transport and treatment. This approach is consistent with other local authorities, where household waste remains free to dispose of while specified non-household materials are charged. It also allows the Council to continue offering a service for vehicle tyres (maximum 4 per visit) and gas cylinders to residents, whilst promoting alternative sustainable options for recycling / disposal of these non-household waste items.
Decision
To approve charges for specified non-household waste materials namely tyres and gas bottles at the Council's recycling centres from 2 November 2026.
The charges to be applied in 26/27 are as follows:
Gas or oxygen bottle and fire extinguishers over 1kg up to 10kg = £10.65 per bottle
Gas or oxygen bottle and fire extinguishers over 10kg up to 20kg = £16.50 per bottle
Specialist cylinder and those over 20kg = £35 per bottle
Car or motorcycle tyre = £4 per tyre
Car or motorcycle tyre with rim = £4.50 per tyre
Large vehicle tyre (e.g. lorry) = £20 per tyre
Alternative options considered
Option 1: Continue without charge. Not preferred, as costs would continue to fall to the wider waste budget for materials not classed as household waste.
Option 2: Stop accepting these materials. Not preferred, as this would remove a convenient disposal route and could increase inappropriate disposal or fly-tipping.
Option 3: Introduce charges for specified materials. Preferred, as it retains a managed disposal route while recovering a contribution towards handling and treatment costs.
