Purpose

Purpose
To delegate to the Head of Corporate Estate the authority to approve the terms of letting of The Pavilion and Greens, via Decision Record Form (DRF).
Background
In preparation for the end of the existing leases at the property, in order to obtain best value and due to the specialist nature of the facilities, an open market engagement and procurement exercise was carried out in 2023/24 to identify a preferred bidder to run the facilities. The new arrangements will be by way of a leisure contract with linked lease. The confidential commercial terms of the arrangement with the preferred bidder are best considered via DRF.
The appointed operator will be required to maintain and operate the facility with the aim of providing activities that support the Council’s required outcomes and contribute to the Council’s strategic priorities as well as providing best consideration.
