To delegate power to the Deputy Monitoring Officer to grant dispensations at Council meetings where they attend as legal adviser to the Council, Cabinet or committee or in the Monitoring Officers absence

To delegate power to the Deputy Monitoring Officer to grant dispensations at any Council meeting of whatever nature.

Alternative options considered

To not delegate the power. That potentially prevents timely decision making where too many councillors are conflicted to provide a quorum for a meeting to proceed.
