Decision
Description of Decision
(1) That the forecast 2026/2027 revenue outturn position against the approved budget shown in Appendix A of the report be acknowledged.
(2) That, in respect of Children's Services, the Portfolio Holder and Executive Director for Children’s Services thoroughly investigate the actions being taken to strengthen financial management to enable regular updates to be presented to Executive in respect of monitoring, challenge, and scrutiny of progress with service transformation and savings proposals.
(3) That it be required that a more detailed breakdown of the financial benefits, delivery arrangements, and associated timescales for procurement improvements and savings be provided to Executive.
(4) That, having regard to the feedback of the Budget & Corporate Services Overview and Scrutiny Committee, there be an increased focus on delivery with more pace and oversight in respect of the delivery of organisational savings in order to achieve the full savings target in 2026/2027 and 2027/2028.
(5) That the importance of maintaining strong grip, momentum, and pace across both organisational improvement and the delivery of savings proposals be reaffirmed, with focus on critical areas including the continued monitoring of children’s services, the delivery of capital receipts, achievement of significant procurement savings, effective debt management arrangements, and Adult Services, ensuring continued oversight of the Council's key financial and transformation priorities.
(6) That the 2026/2027 capital outturn position against the approved capital budget be acknowledged.
(7) That the grants awarded to the Authority as shown in Appendix B of the report be accepted.
(8) That the Medium Term Financial Outlook detailed in the report be noted, and that it will be subject to further robust review prior to submission to Executive on 14 October 2026.
(9) That Full Council be recommended to approve:
(a) The Revenue Virement to include the Grants shown in Appendix B of the report within the revenue budget; and
(b) The revised Capital Programme detailed in Appendix F of the report.
Reason for Decision
To monitor the financial position of the 2026/2027 revenue and capital budget and the actions being taken to mitigate the in-year revenue overspend position and latest Capital expenditure and financing profile.
