The Belfast Waterfront and Ulster Hall Ltd Shareholders’ Committee makes decisions required by the Shareholders’ Agreement and ensures the company complies with its operational contract. It holds company leadership accountable for performance, scrutinises financial and performance reports to ensure a return on investment, and controls reserved matters on behalf of shareholders, such as authorising loans.

The committee approves the annual business plan, aligning it with council objectives, and agrees performance targets, including reducing reliance on council subsidy. It also agrees profit distributions, recommends board appointments and remuneration, and considers investment requests for council assets.
