Purpose

Previous reports to the Executive Board have
provided background on the detail behind the Government, via the
Environment Act 2021, mandating that Councils in England commence
weekly food waste collections from 2026.

The Council has received capital funding from Government of
approximately £1.1M for the purchase of bins, kitchen caddies
and vehicles, that have been procured by the Council for its full
borough implementation.

In accordance with the previously approved Executive Board report,
a pilot food waste collection service is to be implemented for the
end of May 2025, to approximately 9,000 properties, in advance of
the wider borough implementation for June 2026.

Content

RESOLVED
 
(1) 
That the indicative revenue grant funding of £362,848.61
which had been provided by Government for the introduction of
weekly food waste collections be noted and a supplementary revenue
estimate to this effect be approved.
 
(2) 
That authority be granted to spend the indicative transitional
costs on the provision of container delivery, project management,
procurement and communications as necessary, to enable food waste
collections to commence within the Borough no later than June
2026.
 
(3) 
That delegated authority be granted to the Strategic Director of
Finance and Resources, in consultation with the Executive Member
for Environment and Communities to procure the necessary resources
for the container delivery, project management, procurement and
communications for the successful introduction of weekly food waste
collections.
