RESOLVED
 
(1) 
That authority be granted for the use of the identified preferred
site for the provision as outlined in the report.
 
(2) 
That the grant offer of £0.958m from the Department for
Education in respect of funding for capital investment to develop
provision for children with complex needs and challenging behaviour
be accepted.
 
(3) 
That the addition of a scheme to the Capital Programme to refurbish
the site, with a budget of £1.92m, to be funded by the grant
in (1) above and match funding of £0.96m by way of a budget
transfer from the existing Asset Management Strategy capital scheme
(funded by Council borrowing) be approved.
 
(4) 
That a further report on the strategy for In-House Children’s
Residential provision (in place of external placements) setting out
an ‘invest to save’ proposition be submitted to the
next Executive Board.
