RESOLVED
 
(1)  
That the attached list of projects, funded from the
School Condition Allocation and Devolved Formula Capital, and as
detailed in Appendix 2 attached to the report for inclusion in the
2025 - 2026 Schools and Education capital programme, be
approved.
 
(2)  
That the following variations to the 2024 - 2025
capital programme be approved:
 

·      
That due to additional works that had not been
identified until the scheme had started, the budget for the
Longshaw Infant School kitchen refurbishment be increased by
£8,000.
 

·      
That for the purpose of insurance and legal costs,
the budget for Newfield Special School be increased by
£105,000.
 

·      
That due to increased manufacturing costs and the
inclusion of additional doors in the scope of works, the budget for
Lower Darwen Primary School fire door replacement be increased by
£15,000
 

·      
That due to asbestos being discovered as the scheme
progressed, alongside a redesign of ventilation system and
associated rewiring, the budget for the toilet refurbishment scheme
be uplifted at £26,000 at Avondale School.
 

·      
That due to increased costs associated to the boiler
replacement scheme, there be a £12,500 uplift at Avondale
School.
 
(3)  
That the Strategic Director of Children’s and
Education be granted delegated authority in consultation with the
Executive Member for Children, Young People and Education to
undertake the procurement for the works in accordance with the
Contracts and Procurement Procedure Rules in the Council’s
Constitution.
 
(4)  
That, Subject to (5) below, the expenditure to be
incurred on individual projects, in line with the Council’s
Financial Procedure Rules, be approved.
 
(5)  
That it be agreed the projects proposed to be funded
from s106 Agreements would not commence until funding under these
agreements had been received in full by the Council.
 
(6)  
That the reports provided for the Executive Member
be noted, and that these reports would detail any
variations/amendments to programmes of work and would seek the
necessary approvals where required to ensure compliance with
financial instructions and the Constitution.
