RESOLVED

 

(1)  
That the procurement strategy to establish a new Surfacing and
Civils Framework Agreement for a period of 2 years, with options to
extend for a further 2 x 12 months (maximum total term of 4 years)
and with an estimated total value of £50 million, be
approved.
 

(2)  
That the framework structure of four lots be approved:

o Lot 1 – Surfacing Works

o Lot 2 – Civils Works

o Lot 3 – Cold Milling Works

o Lot 4 – Repairs to Asphalt Surfaces

 

(3)  
That the evaluation methodology for framework appointment, based on
price, quality and social value (weightings to be confirmed in the
Invitation to Tender), be approved.
 

(4)  
That it be approved that subject to meeting the Council’s
minimum quality and compliance requirements, up to three highest
scoring contractors per lot be appointed to the framework.
 

(5)  
That it be approved that the call-off contracts under the framework
be awarded by following further competition or direct award (where
permitted by the framework rules and procurement legislation).
 

(6)  
That it be approved that all further competitions under this
framework be conducted without the requirement for additional
Procurement Strategy approvals.
 

(7)  
That it be noted that any contract awards resulting from further
competitions or direct award under this framework would be subject
to reporting and approvals in accordance with the Constitution.
