Decision

RESOLVED

(1)  That the proposal for the Council to acquire the ‘Scotland Bank Mill site’, with full vacant possession, with the intention to develop the site for affordable housing, be noted.

(2)  That the purpose of the acquisition to bring forward a long-term stalled site which was causing social issues that impacted on local residents be noted.

(3)  That the purchase of the site as set out in the part 2 report be granted approval.

(4)  That the use of existing funds from the Section 106 Affordable Homes budget, as outlined in the part 2 report, to purchase the site be granted approval.

(5)  That, in consultation with the Executive Member for Growth, the Growth Programme Director be granted delegated authority to finalise the Heads of Terms for the purchase of the site and its future resale.

(6)  That the Deputy Director of Legal and Governance be authorised to complete the necessary legal formalities in the purchase of the site.
