Purpose
The Executive Board is requested to:
Delegate authority to the Director of Environment and Residents Services, in consultation with the Executive Member Environment, to commission the necessary specialist surveys, design work and technical assessments to progress the following works through procurement and award of contract –

RESOLVED
(1) That authority be delegated to the Director of Environment and Residents Services, in consultation with the Executive Member for Environment, to commission the necessary specialist surveys, design work and technical assessments to progress the following works through procurement:
• Phasing of the works to remain operational throughout
• Temporary cremators would need to be provided due to constraints on the space
• Replacement of mechanical services as part of the scheme would provide more energy efficient and reliable services – offering energy savings, reducing costs and saving on emissions
• Air to water heat pump system installed
• Heat recovery – reusable energy from the new cremators
• Electrical infrastructure – provision to increase the electricity supply to accommodate new cremators and refractory equipment, to include a separate substation within the grounds
• Potential increase to the site structure to accommodate new equipment
• Existing lighting throughout the site, where not already LED
• Potential installation of PV systems
• Electrical vehicle charging points on site
(2) That it be noted that these initial works would be funded from the Crematorium Relining capital scheme budget, which had a budget of £2.072m already included in the Council’s capital programme for 2026/27, as was approved by Finance Council on 23rd February 2026.
