Purpose
Creation of new SEN places through a satellite site affiliated to Newfield Special School along side the creation of an inclusion hub at St James CofE Primary School, Blackburn.
Decision
RESOLVED
(1) That the outcome of the statutory consultations for the proposed satellite provision for Newfield School and the proposed Special Educational Needs (SEN) unit at St James Church of England Primary School, Blackburn be noted.
(2) That the proposal to establish an SEN unit at St James Church of England Primary School, Blackburn be approved.
(3) That the proposal to establish a satellite provision (former Stansfeld Centre) for Newfield School, subject to a future Executive Board report detailing the capital funding request for the required capital scheme, be approved.
(4) That the allocation of capital funding of £230,000, which would be funded from the Council’s High Needs Provision Capital Allocation Grant,
to facilitate the development of a specialist SEN unit at St James Church of England Primary School, Blackburn, be approved.
(5) That it be approved for the Council to enter into a formal grant funding agreement with St James Church of England Primary School, Blackburn to govern the use of the capital funding for delivery of the SEN unit.
