Decision

The Executive resolved
as follows:
 
1.    
That the Leader of the Council is appointed to
represent the Council (as a Constituent Council) on the
Lancashire Combined County
Authority and appoint Councillor Ivan Taylor and Councillor
Jane Hugo to act as a ‘substitute members’ in the
absence of the Leader of the Council.

 
2.    
That the following are appointed to the Advisory
Boards of the Lancashire
Combined County Authority
·      
The Leader of the Council (Councillor Lynn Williams)
on the Economy Advisory Board of the Lancashire Combined County
Authority
·      
The Cabinet Member for Economy and Built Environment
(Councillor Mark Smith) on the Transport Advisory Board of the
Lancashire Combined County
Authority
·      
The Cabinet Member for Communities and Wellbeing on
the Skills Advisory Board (Councillor Jo Farrell) of the
Lancashire Combined County
Authority
 
3.    
To delegate authority to the Chief Executive in
consultation with the Group Leaders to appoint three Members of the
Council to the Lancashire
Combined County Authority Overview and Scrutiny Committee
and three Members of the Council to the Lancashire Combined County Authority
Audit and Governance Committee.

 
4.    
That the Council’s Chief Executive is
appointed as the Monitoring Officer of the Lancashire Combined County Authority
on an interim basis, under an agreement between the Council and the
Lancashire Combined County
Authority.
 
5.    
That the Council acts as guarantor under an
Admissions Agreement between the Administering Body (Lancashire
County Council) and the Lancashire Combined County Authority
for admission to the Lancashire County Pension Fund.
 
6.    
To give delegated authority to the Head of Legal
Services, in consultation with the Director of Resources, to enter
a Deed of Guarantee with the Lancashire County Pension Fund,
subject to the same agreement being made by each Constituent
Council of the Lancashire
Combined County Authority.
