Purpose

To review and recommend revised
charges for environmental Fixed Penalty Notices (FPNs) in line with
updated legislation introduced in July 2023, which increases the
maximum penalties for offences including fly-tipping, household
waste duty of care, littering, graffiti, and
fly-posting.
 

Decision

The Cabinet Member agreed the
recommendations as outlined above namely:
 

To
approve an increase in Fixed Penalty Notice (FPN) charges for
environmental offences in line with the updated
legislation.

 

To
implement a consistent early payment discount scheme, offering a
reduced fee if payment is made within 10 working days.

 

To
support the continued use of warning notices to encourage voluntary
compliance and early rectification of offences.

 

To
ensure that revised charges are clearly communicated to residents,
businesses, and visitors.

 

To
set the revised Fixed Penalty Charges as follows from the 1 August
2025:

Unauthorised Deposit of Waste (Fly-tipping):
£1,000

•                
Early settlement within 10 days:
£300

•                
Household Waste Duty of Care: £600

•                
Early settlement within 10 days:
£150

•                
Littering: £300

•                
Early settlement within 10 days:
£75

•                
Fly-Posting: £300

•                
Early settlement within 10 days:
£150

•                
Graffiti: £500

•                
Early settlement within 10 days:
£250
