Purpose

To market
the site on a national and international stage to potential future
investors
and developers,
and to promote the significant opportunity that the site has to
offer. 
 
The Council has worked
hard over recent times on preparing the site for future
development. These works have resulted in a site which now offers
fantastic development potential, with the full availability of the
land now firmly within the Council’s control. Many of the
barriers that previously existed have now been removed, with the
construction of a new multi-storey car park and removal of the
former police station and courts building to name but a few, both
freeing up large areas of the site for the construction of new
facilities. This was seen as a significant step forward and one
which can only help to enhance the appeal of the site and
opportunity that exists.
 
 

Decision

The Executive resolved
as follows:
 

1.    
To agree that Appendix 2a to the Executive report,
is not for publication by virtue of Paragraph 3 of Part 1 of
Schedule 12A of the Local Government Act 1972 as it includes
detailed costings that enable the Blackpool Central scheme to be
viable. The publication of such information could prejudice
continuing and future negotiations.
 

2.    
To agree a revised budget for the appointment of
consultants in line with the financial parameters set out in the
report.
 

3.    
To delegate authority to the Director of Place to
appoint professional commercial advisors, following the completion
of the tender exercise, to promote and market the site.
 

4.    
To delegate authority to the Head of Legal Services
to enter into any legal agreements relating to the appointment of
Consultants.
