Purpose

To consider the freehold
acquisition of the former Post Office and Sorting Office at
Abingdon Street and Edward Street, Blackpool.
 

Decision

For the Council to purchase the
freehold interest in the properties, using the Capital Regeneration
Project (CRP) Grant funds.
 
For the Council to spend
CRP  funding to make the buildings safe
and secure and wind and water tight, to prevent further
deterioration of the buildings and improve the external appearance,
in consultation with the Ministry of Housing Communities and Local
Government (MHCLG) and the Cabinet Member.
 
For the Council to explore
alternative scheme options using the 
CRP  money in consultation with MHCLG
and the Cabinet member, with a further report to be submitted to
the Executive in due course.
 
To
authorise the Head of Legal Services to enter into all legal
documentation in connection with this acquisition.
 
The Council’s intention
in acquiring the Properties under section 227 of the 1990 Act is to
enable the operation of powers under section 203 of the Housing and
Planning Act 2016 ("the 2016 Act") for planning purposes to
facilitate the carrying out of redevelopment.
