Purpose
To set out the intention to
insource the bulky waste contract (Bulky Matters), currently
delivered by third sector partners Calico, via a direct-award to
the Councils wholly owned waste and environmental company,
Blackpool Waste Services Ltd (BWS), trading as ENVECO, under a
Teckal procurement exemption. This will involve a partnership
alongside Fylde and Wyre Borough Councils, with Blackpool Council
leading the managed service arrangement as well as all other areas
related to the process, including but not limited to, Procurement,
Legal and Finance.
Decision
To approve the decision to
insource the bulky waste contract and direct-award to
ENVECO.
To grant authority for the Head
of Legal Services to enter into a contract for the bulky waste
services with Enveco and to enter into
a contract with Fylde and Wyre Councils to implement the
decision.
