Decision
The Executive resolved as
follows:
To
recommend to the Council that the 2026/27 Housing Revenue Account
budget as set out in Appendix 3a, to the Executive report, is
approved.
To
recommend to the Council that rents for all Housing Revenue account
properties are increased by 4.8% in 2026/27 to maintain the health
and future viability of the Housing Revenue Account in line with
official guidance.
To
recommend to the Council that in line with government rent
flexibility provisions additional rent increases of 5% are applied
at re-let to general needs formula rent properties and 10% to
supported housing.
To
recommend to the Council that the minimum level of Housing Revenue
Account balances remain protected at £1 million, as
previously agreed.
To
recommend to the Council that Housing Revenue Account service
charges (as detailed in Appendix 3b, to the Executive report) and
other General Fund service charges (as detailed in Appendix 3c, to
the Executive report) are charged as outlined.
To
note that once the principles are approved by Government that a
rent convergence policy will be presented for approval.
