Purpose

To outline the current position
in providing the statutorily required English National Concessionary Travel
Scheme (ENCTS service) via the NoWcard partnership. In the
light of local government restructuring and the move to establish a
Lancashire Combined County Authority (LCCA), it is necessary to
establish a new partnership agreement to underpin
NoWcard.
 

Decision

The Cabinet Member agreed the
recommendation as outlined above namely:
 
That the Head of Legal is
assigned delegated authority to reach a new NoWcard partnership
agreement with the Lancashire Combined County Authority in the
context of the new combined authority taking responsibility for the
English National Concessionary Travel Scheme service for Lancashire
and Cumbria.
