Purpose

To update on work assessing the feasibility of Heat Networks in Blackpool and approve additional resources to progress the feasibility study and techno-economic model.

Decision

1. To approve a town-wide approach to considering the opportunity of heat networks (see 6.1-6.3)
2. To approve spend of up to £25,000 to refine the techno-economic feasibility study (see Appendix A and 6.4-6.6), to be funded from the Corporate Development Team’s climate or reserve budget and a contribution of £6,000 from the Place Directorate
3. To approve the exploration of three different ownership models from the list received from the NW Net Zero Hub (see 6.9-6.10) as part of a future funding bid to the Green Heat Network Fund (GNHF).
