Decision

The Executive agreed the recommendations as outlined above namely:

1. To note the progress update in respect of workstream delivery activity, including property acquisitions and submission of a hybrid planning application.

1. To authorise the Director of Place to commence the work needed to prepare for the possible making of a Compulsory Purchase Order (CPO) for the Phase 1 area, together with the associated documentation.

1. To acknowledge that land assembly activity, including acquisition by negotiation, identification of any additional support provison and landowner engagement with all interested parties will continue.

1. To note that Officers will be required to bring a further report to the Executive to authorise the preparing and subsequent making of a Compulsory Purchase Order should such powers be considered to be required.
