The Executive agreed the recommendations as outlined above namely:

To agree that the Council proceeds with the procurement exercise relating to the development of the Blackpool Central site, with the proposed route to market being the use of an established public sector framework agreement.
To agree any necessary extensions to the existing commission with the marketing consultants (Newmark HDH) for the provision of support up to and through the procurement exercise. In the event that a suitable framework can not be found, then the Council will look to design and conduct its own tender process.
To delegate the responsibility to the Chief Executive, after consultation with the Leader of the Council, to approve the appointment of a preferred Investor/Developer following completion of the procurement exercise and to approve the terms of any associated legal, contractual, property or land arrangements necessary to progress the development of the Blackpool Central site
To authorise the Head of Legal Services to enter into, execute and complete all legal agreements and ancillary documents necessary to give effect to the above decisions.
