REVIEW OF COUNCIL SHELTERED HOUSING
August 20, 2026 Cabinet Member for Housing (Cabinet member) Approved View on council websiteFull council record
Purpose
To inform the Cabinet Member of the findings from the updated Sheltered Review and make recommendations for future changes.
Decision
That the two schemes identified in section 6 of the report namely Tarnside and Washington Avenue be de-commissioned and turned into general needs stock, and that this should be done in a phased way.
That officers continue to review the eligibility and support needs of working age tenants living in sheltered housing, to ensure that allocations remain appropriate and that residents’ needs are being met through the correct housing and support arrangements.
That the Council and Blackpool Coastal Housing review and right-size service charges for support, so that charges are more reflective of the level of support provided to residents who need it, with the outcome of this review feeding into the Council’s budget-setting process in February next year.
That the Council and Blackpool Coastal Housing continue to explore opportunities for new and replacement schemes, such as those at Harvest Court and on Whitegate Drive, ensuring that future schemes are designed to a high standard and are suitable for the long-term needs of older people.
