The Council is the ultimate policy-making body for Bolsover, comprising all 37 elected councillors. It meets approximately every two months to set the budget and the overall policy framework within which the Executive operates. This includes approving the council tax, capital resources, revenue budget, and key strategies like the Local Plan and Council Plan. The Council also appoints the Leader and confirms committee appointments annually. While the Executive handles most day-to-day decisions, the Council retains ultimate authority over the authority's direction and strategic planning.
