Purpose

To approve the proposed procurement route for enhancing local bus services following confirmation from central government of the BFC Bus Service Improvement Plan (BSIP) grant funding allocation for 2025/26.

Decision

To procure enhancements to a number of local supported bus services by modifying existing contracts in accordance with the Public Contracts Regulations 2015 (Section 72).

Reasons for the decision

To maximise the expected benefits from the BSIP funding allocation the proposed bus enhancements should commence as soon as possible within 2025/26. Re-tendering the services would be a lengthy process which could result in an outcome that would be confusing for bus users. Furthermore, provisions within the Public Contracts Regulations 2015 allow for this procurement approach. Independent procurement advice has concluded that this approach is appropriate.

Alternative options considered

Re-tendering contracts has been discounted due to the practicalities and timescale within which this funding should be applied to BSIP activities.
