Decision

To approve the Equalities Impact Assessment
(EQIA) Policy presented to CMT on 23 July 2025.

Reasons for the decision

CMT reviewed and endorsed the Equalities
Impact Assessment (EQIA) Policy, subject to the addition of
reference to care experienced people within the policy and
requested that the policy is referred to the Executive Director
Communities, for the decision to approve its use.

Approving the EQIA Policy by September would enable it to be shared
and communicated for use with the 2026/27 budget proposal
development supporting officers developing budget proposals,
strategy, service or programme of work. It helps to identify
co-benefits as well as where disadvantage on residents could be
introduced or compounded and their mitigation. The policy
formalises the council’s approach to EQIA development.

Alternative options considered

The council does not adopt the EQIA
Policy.

Currently there is no council EQIA policy statement. The statement
provides a formal declaration that outlines the council’s
commitment to and process of identifying and addressing the
potential impacts of its policies, services, or functions on
different groups of people, particularly those with protected
characteristics under equality legislation (e.g., race, gender,
disability) and demonstrates compliance with the Equalities Act
2010.
