Purpose
To seek approval of the procurement plan for a
supply framework for utilities (gas, electricity and water) and
delegate the award of the contract to officers on completion of the
tender process.
Decision
RESOLVED that
i.
the Strategic Procurement Plan (Appendix A) for procurement of
utilities (electricity, gas and water) for Bracknell Forest Council
(BFC) is approved.
ii.
Cabinet delegates the decision to award to the preferred framework
provider, once procured, to the Executive Director: Place in
consultation with the Cabinet Member for Economy and
Regeneration
Reasons for the decision
i.
Bracknell Forest Council relies on uninterrupted access to
essential utilities to
maintain effective
operations. These include:

Electricity
·
Gas
·
Water
·
Energy services (metering and managed service)
ii.
The current framework for electricity and gas will expire as noted
in the table below.

The proposal for future procurement will bring the purchase of
these utilities including an energy services function into a co
terminus framework and under one framework provider with the
purchase of water supplies.

The current supplier of water supplies has a different expiry date
to the gas and electricity framework provider but this procurement
exercise is capable of bringing all three services into one
framework.
v.
The preferred framework will be contracted for an initial period of
4 years with the option to extend for a further 4 years.
vi.
The strategic procurement plan is required as this purchase will be
above threshold levels.
Alternative options considered
Without a renewed framework BFC will purchase
utilities and water by an alternative
procurement method. This may reduce long-term
value for money objectives.
