Decision
Following the completion and approval of the
ICT End User Hardware Award Report, the decision has been made and
agreed to award the contract for end user device procurement to
Dell Ltd. This will be executed via a direct award under the NHS
SBS framework (SBS10514), in accordance with the Strategic
Procurement Plan.
Reasons for the decision
The procurement exercise under the framework
identified Dell Ltd as the most advantageous supplier, offering
best value for money and meeting all specification and
compatibility requirements.
The chosen approach allows all equipment to be refreshed in line
with our planned programme of work and ensures compliance with
security standards.
The framework route provides flexibility to adapt to changing
technology needs, supports organisational objectives for social
value and sustainability, and delivers significant financial
benefits compared to a competitive process.
All governance, due diligence, and audit requirements have been
met, and the procurement process is fully documented for
transparency.
Alternative options considered
A competitive procurement process was initially proposed. However,
after reviewing available frameworks and seeking procurement
advice, it was determined that a direct award under the NHS SBS
framework would deliver greater cost-benefit and compliance
advantages.
Other frameworks and suppliers were evaluated, but the NHS SBS
framework best met the Council’s requirements for
flexibility, compatibility, and responsiveness to changing
technology needs.
Continuing with the previous contract was not viable, as it had
expired and did not offer the required flexibility or value for
money for future procurement cycles.
Retaining outdated equipment was considered but rejected due to
significant security concerns. Older devices may not meet current
security standards, increasing the risk of vulnerabilities and
non-compliance with data protection requirements. Refreshing
equipment ensures all devices remain secure, supported, and capable
of protecting sensitive information.
