Decision

Approve the award of the contract for the
Provision of Greenhouse Gas Emissions Measurement and Analysis
Services (Option 2) to Tender A for an initial term of 1
year.

Approve delegating authority to the Head of Climate Change and
Sustainable Living to extend the contract by a further 4 years (two
extensions of two years).

Reasons for the decision

This is a new contract for a software solution
and technical support, focused on assessing emissions from
purchased goods and services and wider emissions measurement and
analysis.

Two options were assessed through the procurement process by
inviting tenders for both – Option 1, which focused on scope
3 emissions, and Option 2, which included wider support with
emissions measurement and modelling. Based on considering the
tenders submitted, the evaluating officers decided that Option 2
represented the best value for money and would enable greater and
quicker progress against the Climate Change Strategy and Action
Plan. This was because Option 2 included a wide range of powerful
extra functionality for emissions data collection, aggregation and
modelling across our entire footprint (scopes 1, 2 and 3) which
would be of significant use to officers, and the quotes received
made clear that this would come at a limited additional
cost.
