quicker progress against the Climate Change Strategy and Action
Plan. This was because Option 2 included a wide range of powerful
extra functionality for emissions data collection, aggregation and
modelling across our entire footprint (scopes 1, 2 and 3) which
would be of significant use to officers, and the quotes received
made clear that this would come at a limited additional
cost.
